Usage: ON [#|+|-|^|&|@]CDCC_PLIST_HEADER [-|^]<count> [action]
  This is activated before Cdcc pack is listed.  The parameters
  for this function are:
    $0   Target (channel)
    $1   Total number of packs
    $2   Your current nickname
  You can use this hook to redefine the CDCC PLIST look.
