Usage: ON [#|+|-|^|&|@]NOTIFY_SIGNOFF [-|^]<parameters> [action]
  This is activated when someone on your notify list (see
  NOTIFY) signs off of irc and both the username and
  the hostname of the person who signed off are not known.
  The parameters to the action are:
    $0  Nickname of person who signed off
