Usage: ON [#|+|-|^|&|@]NOTIFY_SIGNON [-|^]<parameters> [action]
  This is activated when someone on your notify list (see
  NOTIFY) signs onto irc and the username and the
  hostname of person who signed on are not known.
  The parameters to the action are:
    $0  Nickname of person who signed on
