Usage: OV on [ts] [nomodes]|here [nots] [nomodes]|off [nomodes]
  Turns OperVision on/off

  When enabled client will create a new window which will receive
  all IRC operator related stuff. If enabled with here IRC
  operator related stuff goes to current window. Time stamping
  is disabled by default. If TS is given, time stamping is
  enabled. If NOMODES is given, no user modes will be sent.
