Member Flag: pending

Subscribers with this flag set are not yet subscribers, but are waiting
for a list owner to approve or reject their subscription request.
This is the result of the use of "subscribe" (and possibly "confirm")
with the "sub-approve" list flag on.

This flag cannot be set or cleared by list subscribers or list owners.
It is for internal use and reference purposes only.
